Mission Statement

The Office of Emergency Management (OEM), as the City’s primary all hazard mitigation, planning, response and recovery department will:

Identify, assess, mitigate and plan for any threat or risk that may cause loss of life or injury to
Citizens and Visitors, damage to property and the environment or otherwise threaten the quality of life in Leominster. Our Goals are:

• Develop and implement integrated proactive comprehensive all hazard emergency response
and recovery emergency and disaster plans.

• Develop and provide all hazard preparedness training and awareness programs for local
government officials, public safety professional, business, industry and the public.

• Work with the Planning department and other City officials in developing and implementing
a City-wide all hazard Emergence Mitigation plan.

• Provide a properly equipped Emergency Management Facility that will be used for the
effective and efficient management of any emergency and/or disaster that will occur in or
around the City.

• Coordinate, train and equip volunteers to provide a cadre of emergency and disaster support
services in support of the City’s fulltime public safety professionals.

• Be the focal point for all mitigation, planning, response and recovery activities between the
City, State and /or Federal Emergency Management Agencies.
