LOEM CONDUCTS DAMAGE ASSESSMENT
FOR RECENT WEATHER EVENTS

Eligibility for Small Business Bureau Loans or Grants


LEOMINSTER, MA – The Leominster Office of Emergency Management (LOEM) is conducting a damage assessment for damage that resulted from the recent weather events.

The Massachusetts Emergency Management Agency (MEMA) is trying to determine whether Massachusetts is eligible for Public Assistance or Small Business Administration Loans or Grants as a result of damage caused by the recent weather events. We have already learned that we have not met the Federal Emergency Management Agency (FEMA) minimum threshold requirement for Individual Assistance. To be eligible for Individual Assistance (reimbursement for expenses and damage to homes or business as a result of a natural disaster) there must be at least 100 homes that were totally damaged and are not fit to be lived in. Massachusetts does not meet these criteria. However the Small Business Administration (SBA) offers low interest loans and grants to businesses and home owners for damage to property caused by a natural disaster. MEMA is trying to determine if Massachusetts and Worcester County meet the criteria established by the SBA for these loans and grants. As a result, the Leominster Office of Emergency Management (OEM) has been asked to conduct a preliminary damage assessment for the City to assist MEMA in making the determination.

If you had damages to your property or business between February 24th and February 26th., 2010 directly related to the weather and that damage is not covered by your home or property owners insurance you are requested to complete a Preliminary Damage Assessment Form. The Form must be completed and returned to the Leominster Office of Emergency Management before 4:00 PM Wednesday, March 3, 2010. Neither the City of Leominster nor the Office of Emergency Management determines eligibility for the SBA Program or what damage will be covered and what will not be covered, that is the responsibility of the SBA. The City and OEM are serving as the conduit to collect and exchange damage information only. If Massachusetts is eligible and if you are eligible for a grant or loan through the SBA, the SBA will contact you there is no need to contact the City or OEM.

The Leominster Office of Emergency Management (LOEM) is the local agency responsible for coordinating federal, state, local, voluntary and private resources during emergencies and disasters in the City of Leominster. LOEM provides leadership to: develop plans for effective response to all hazards, disasters or threats; train emergency personnel to protect the public; provide information to the citizenry; and assist individuals, families, businesses and communities to mitigate against, prepare for, and respond to and recover from emergencies, both natural and man made.
