Various Massachusetts General Laws and City Ordinances regulate all procurement activity. The type of purchase (i.e. goods, services, construction or design) and the estimated value determine which law(s) apply in any particular purchase.
- Purchases of less than $10,000 are made using sound business practices.
- Purchases between $10,000 and $35,000 are made by obtaining quotes from vendors.
- Purchases of $35,000 or more are procured by competitive sealed bids or proposals.
The Purchasing Department has the legal discretion to obtain quotes from vendors of its' choice and typically will first attempt to solicit quotes from vendors with whom the City has established a working relationship. When possible, preference is given to Leominster based vendors.
