Sewer Rates Effective March 1, 2021
- $4.70 per unit - Leominster Accounts
- $25 minimum per quarter
- Sewer Only Accounts - $50 Per Quarter
- $9.97 per unit - Out of Town accounts
- $45 minimum per quarter
Sewer charges are based on water consumption.
Sewer Connection Charges
All individual domestic units, including apartment units and condominium units with the city will be charged One Thousand Dollars per connection. In addition a charge of two dollars per gallon based on calculations submitted with their sewer clearance form will be charged.
Examples:
- 1 Bedroom: $1,000 plus $220 to $ 1,220
- 2 Bedroom: $1,000 plus $440 to $ 1,440
- 3 Bedroom: $1,000 plus $660 to $ 1,660
- 4 Bedroom: $1,000 plus $880 to $ 1,880
Out of Town Sewer Connection Charges
All individual domestic units including apartment units and condominium units, out of the city, will be charged Three thousand five hundred dollars ($3,500) per unit for connection. In addition a charge of eight dollars per gallon based on calculations submitted with their sewer clearance form will be charged.
Examples:
- 1 Bedroom: $3,500 plus $ 880 to $ 4,380
- 2 Bedroom: $3,500 plus $ 1,760 to $ 5,260
- 3 Bedroom: $3,500 plus $ 2.640 to $ 6,140
- 4 Bedroom: $3,500 plus $ 3,520 to $ 7,020
Out of Town Intermunicipal Agreements Connection Charges Per Agreement
All commercial and industrial construction will be charged according to the existing proposed discharged / day as noted on Sewer Clearance Plan and calculated and/or confirmed by the Engineering Department.
The previous will serve as a connection and inspection fee that is valid through the last day of the year in which the permit was issued.
Steps to Connect to Sewer From Septic System
Obtain a Civil Engineer to design a Sewer Clearance Plan showing format best suited for each individual home to abandon the existing septic system and connect to the newly installed sewer main.
Submit Sewer Clearance Plan to the Department of Public Works for review and approval of proposed design.
Hire a City of Leominster insured excavation contractor with cash security to secure a permit and pay all necessary permit fees to the City of Leominster. A list of currently insured contractor is available at the Department of Public Works.
The contractor will arrange an inspection with the Public Works Inspector to verify all excavation be performed is in compliance with the City standards and specifications.
The contractor will supply the Department with an as-built plan which will be recorded and kept on file for future maintenance and upgrade purposes.

Wastewater Plant Upgrades - 2022
The City and Veolia are in the design process to upgrade the primary and secondary clarifiers and install a new aeration system to increase nutrient removal and efficiency at the plant. These systems are over 30 years old and in need to be upgraded.
