A Zoning Board of Appeals consisting of five (5) members and two (2) associates must be appointed by the Mayor subject to confirmation of the City Council as provided for in M.G.L. Chapter 40A, Section 12. The Board of Appeals shall act on all matters pursuant to M.G.L. Chapter 40A and the City of Leominster’s Zoning Ordinance. In performing its function, the Board of Appeals shall give due consideration to promoting public health, safety, convenience, and welfare, encouraging the most appropriate use of land, and conserving property values; it shall permit no building or use of land or building that is injurious, noxious, offensive, or detrimental to a neighborhood and that it shall prescribe appropriate conditions and safeguards in each case.   Please refer to the City of Leominster’s Zoning Ordinance, Article X, Board of Appeals, Sections 22-54, 22-55, and 22-56 for further information.

The Zoning Board of Appeals is responsible for hearing applications submitted for Special Permits and Variances.  These applications relate to the interpretation and administration of the City of Leominster Zoning Ordinance. The Board also hears appeals of the decision of the Building Inspector.  All decisions relating to the Building Inspector’s interpretation of the Zoning Ordinance may be appealed. The Zoning Board of Appeals also hears and decides upon Comprehensive Permit Applications.  These applications are made pursuant to Chapter 40B of the Massachusetts General Laws. Questions regarding the interpretation of the Zoning Ordinance should be directed to the Building Inspector.

Filing Fees

All applications require a Certified Abutters List, $30.00 (Assessor's Office), and must first be submitted and processed through the Clerk's Office with a $200.00 filing fee. Questions regarding the filing of applications, fees, and the Public Hearing process should be directed to the Secretary of the Zoning Board of Appeals, email Liz Irvine.
