Mission Statement

The mission of the Leominster Building Department is to ensure the public’s safety through proper construction oversight and through fair and effective zoning compliance and enforcement efforts. This mission also provides for the safe and legal construction of all new buildings and building renovations; continued compliance with occupancy and building regulations; Zoning regulation enforcement and all necessary administrative support services.

Permit Review/Issue Policy

According to state regulations this department has thirty (30) days to review and issue a permit upon submission of a completed application.

A completed application for commercial and residential jobs includes all the following regardless of the scope of work:

  • Building Permit application
  • Worker’s Compensation Affidavit Form
  • Payment (cash or check)

For new construction and/or additions the following should be included or have documentation waiving it from the necessary departments:

  • Permit Application Approval Checklist
  • Plot plan
  • Building plans
  • Water/Sewer connection or additional flow paperwork
  • Septic and/or well water approval
  • HERS or ResCheck report
  • Mechanical permit
  • Solid Waste Disposal Affidavit

For residential work the follow forms/items may be required:

  • HIC exemption form (homeowner applying)
  • Signed contract (if job exceeds $5,000)

For commercial work the follow forms/items may be required:

  • Control Affidavit
  • Certificate of Insurance

 

**Per CMR 780 Section 105.3: the building official can request other data and information. Pending the scope of work; additional sketches, specifications, reports, licenses etc. may be required. Please contact the office to confirm what is needed for your particular project.**

 

Please be advised: we do not retain incomplete applications.

If you submit an application that is missing paperwork or a payment it will be returned to you or discarded.

 

The thirty-day review time period does not begin until all necessary documentation and fees are collected. If you submit plans for preliminary review without the required paperwork, it does not count towards your thirty days.
